The developer tools in IE have always lagged behind the other browsers but IE11 (desktop version) has some welcome improvements.

This article by Tim Buschtöns describes the changes and new features.

It has to be said though that there are some glaring and unwelcome omissions in the IE11 Developer Tools.

Several previous tools, including the Ruler, Color Picker and Outline Elements tools have been removed, as have the Image tools. Like many developers I find these invaluable and as a result now use FireFox as my main test browser, with Chris Pederick’s excellent ‘Web Developer’ extension.
